Anyone vaccinated or tested for COVID-19 in the State of New York is eligible for a Pass, and there are currently three different types of Passes:
- COVID-19 Vaccination Pass
- COVID-19 PCR Test Pass
- COVID-19 Antigen Test Pass
The COVID-19 Vaccination Pass is currently valid for 180 days after the final dose of the vaccine was administered. After the pass expires, you can retrieve a new Pass from the Excelsior Pass website at https://epass.ny.gov.
The COVID-19 PCR Test Pass is valid until midnight on the third day after your test. After your COVID-19 PCR Test Pass expires, a new test is required to retrieve a new Pass.
The COVID-19 Antigen Test Pass is valid for 6 hours after your test. After your COVID-19 Antigen Test Pass expires, a new test is required to retrieve a new Pass.
Retrieving a Pass
To retrieve a Pass, visit the Excelsior Pass website at https://epass.ny.gov. You will need to provide some basic personal information, including your first and last name, date of birth and zip code. You'll also need to verify your identity with three "challenge questions" whose answers are unique to you. Because we do not save or store your personal information, you will need to enter this information every time you retrieve a new Pass.
Once you’ve retrieved your Pass, you can print it, screenshot it, save it in the Excelsior Pass Wallet app or save it to your Apple Wallet for easy access later. The Excelsior Pass Wallet app is available for free from the Apple App Store and Google Play Store and is an easy way to store and present your Passes.
Your Pass is generated based on data available in State immunization and COVID-19 testing databases. Some entities that are not under the regulatory authority of the State of New York (e.g., federal entities, first nations and jurisdictions outside of New York State) may not report into these systems, which may make a Pass unavailable at this time.If you were tested or fully vaccinated outside of the State of New York, you can always show alternate proof of COVID-19 vaccination or negative test results, like another mobile application or paper form, directly at a business or venue.

Use Your Excelsior Pass
There will be many opportunities to use Excelsior Pass, with more coming soon!
Currently, several industries are currently or expected to require proof of COVID-19 vaccination or negative test results for entry. With Excelsior Pass, participating businesses and venues can scan and validate your Pass to ensure that you meet any COVID-19 vaccination or testing requirements for entry. Along with your Pass, you may be asked to show a photo ID that shows your name and birth date to verify that the Pass belongs to you. Adults may hold passes for accompanying minors. Once you and your party enter an establishment, you will still be asked to follow other State guidance regarding social distancing or face coverings.
Weddings and Catered Events: Weddings and catered events can operate at 50 percent capacity, with no more than 150 people per event, as long as all patrons are tested before the event. Specifically, patrons or guests must have received a negative COVID-19 PCR test that was taken within 72 hours of the start time of the event or an authorized antigen test performed within 6 hours of the event start time.
Major Stadiums & Arenas: At major stadiums and arenas, spectators must show proof of a negative COVID-19 PCR test taken within 72 hours, COVID-19 antigen test taken within 6 hours, or proof of full vaccination (to be fully vaccinated you must have completed your vaccine series at least 14 days prior). As of April 1, smaller sports venues can also reopen with spectators under the same guidelines for proof of a negative test or vaccination. Events, Arts & Entertainment Venues: Starting April 2, venues can welcome more people with proof of vaccination or a recent negative COVID test for entry. Easily retrieve and save proof of vaccination or a negative COVID-19 test with Excelsior Pass.
What to do before going to a venue or business participating in Excelsior Pass:
If a COVID-19 test is required by a venue or event, please make sure to get your test within the correct window of time, so that the provider has enough time to return your test result. You should talk to your test provider in advance if you’re unsure if they can report the test result back in the required time period.Whenever a participating business or venue requires proof of COVID-19 vaccination or negative test results as a condition for entry, you may use Excelsior Pass or alternate forms of proof, like a mobile application or paper form.

Security and Privacy
Your data is private and secure with Excelsior Pass. Your personal data will not be used for sales or marketing purposes or shared with a third party, other than for the sole purpose of validating COVID-19 vaccination or test results. If you choose to use the Excelsior Pass Wallet or Apple Wallet apps, no personal health information is stored on your device beyond your saved Passes. You may delete Passes at any time. Answers to the “challenge questions” used to verify your identity when retrieving a Pass are not stored, which is why you need to verify your identity every time you retrieve a new Pass. Your Pass contains cryptographic signatures that ensure that it is genuine and that no data-tampering has occurred.
Excelsior Pass gives you the ability to maintain control of your personal data and share it in a manner that is secure, verifiable and trusted. When your Pass is scanned, the Excelsior Pass Scanner app collects analytics about the type of Pass and the result of the scan. No personal information from Passes is collected or stored.
